Hi Moses, Thanks for your question. Yes, that's right, you would not be able to publish your story until we announce the winner of the competition and if your story was the winner, then not until after we have published it in Shiny.
If your story dos not win, it will not be published and the rights revert back to you. Obviously we wouldn't want any stories we were considering to publish being published somewhere else first.
When you submit a story to be considered by a non-reprint market, you are giving up the right to publish it elsewhere in the meantime as courtesy (unless they stipulate otherwise)

Hi, I had a question about the entry form. One of the things that I would be agreeing to is,
"I agree to provide Twelfth Planet Press first world publishing rights for inclusion in the Shiny e-zine."
Does this mean that I will not be able to publish it until it is published in Shiny e-zine regardless of whether or not it wins?

I am sorry I did not make myself clear the first time.
